A New Horizon for Ukrainian Skies: Key European Players Partner to Rebuild Air Traffic Control

A landmark agreement has been forged to rebuild and modernize Ukraine’s civil air navigation system. At the recent Ukrainian Recovery Conference, a Memorandum of Cooperation was signed by Leonardo, a European aerospace and security giant; ENAV, Italy’s national air navigation service provider; and UkSATSE, the Ukrainian State Air Traffic Services Enterprise.

This powerful collaboration is dedicated to implementing the Ukraine Air Traffic Management (ATM) Restoration and Recovery Plan (UARRP). The partnership will leverage the unique strengths of each organization: Leonardo will provide crucial technological and infrastructural support, ENAV will offer its deep operational expertise and consulting services, and UkSATSE will spearhead the implementation on the ground in Ukraine.

As a tangible first step in this ambitious undertaking, Leonardo and ENAV have also signed two Donation Agreements to provide UkSATSE with five essential en-route primary radar systems and related equipment. This initial delivery is a critical move toward re-establishing fundamental surveillance capabilities and paving the way for a gradual and safe reopening of Ukrainian airspace to civil aviation.

This trilateral agreement signifies a united front in the effort to create a secure and resilient future for Ukraine’s skies, with all parties committed to coordinating on planning, execution, and securing sustainable financing for this vital reconstruction effort.
