HAVELAN’s Revolutionary Matra Surveillance System Makes Waves with Romanian SCOMAR Upgrade Deal

The border monitoring system solutions designed by HAVELSAN, which fulfill the requirements for overseeing border regions and identifying security hazards, are garnering attention from multiple nations. HAVELSAN is set to execute its inaugural export of the Matra product as part of the Romanian Integrated Maritime Surveillance System (SCOMAR) Modernization Project bid.

During the event held at the Border Police Headquarters in Bucharest, Romania, the agreement was formalized by the General Inspector of the Romanian Border Police, Quaestor Cornel-Laurian Stoica, along with HAVELSAN’s Vice President of Command & Control and Defense Technologies, Savaş Yanık. Türkiye’s Ambassador to Romania, Özgür Kıvanç Altan, was also present at the event.

According to the agreement, the current SCOMAR system in Romania will be upgraded with HAVELSAN’s MATRA Coastal Surveillance and Vessel Traffic Management Software, replacing outdated radar technology, electro-optical systems, and IT infrastructure without disrupting service while the existing system remains operational.

The system will be overseen from the Romanian Coast Guard Command center in Constanta, located on Romania’s Black Sea coast. HAVELSAN plans to deliver the system within 24 months, providing law enforcement with maritime situational awareness through a real-time maritime picture spanning a 100 nautical mile area, encompassing Romania’s Black Sea shoreline, regional waters, intermediate zones, and exclusive economic area.

This system will enhance operational capabilities in coastal surveillance and border enforcement, search and rescue missions, anti-smuggling efforts, irregular migration control, and illegal fishing activities. It will also streamline information sharing with national entities such as Marine and Port Security, Maritime Customs Control, Marine Environmental Protection and Awareness, Maritime Search and Rescue, and Fisheries Inspection/Control units.

HAVELSAN’s Vessel Traffic Services (VTS) Software MATRA, crafted to monitor, regulate, and administrate all ship traffic operations in the straits utilizing the strengths of the Turkish defense industry, proved successful during NATO’s Maritime Security Exercise, which Romania also took part in.

By establishing a Recognised Maritime Picture, MATRA aggregates data from radars, electro-optic instruments, the Automatic Identification System (AIS), and various sensors to deliver a detailed maritime overview, enhancing efficacy in safeguarding maritime security.

MATRA CSS, the Coastal Surveillance System, considerably boosts situational awareness through its extensive radar coverage of coastlines, territorial waters, and exclusive economic zones, enabling a prompt response against smuggling, human trafficking, marine pollution, illegal immigration, and unlawful fishing.

MATRA SAR, the Search and Rescue system, functions as a dependable decision support system utilized in Search and Rescue scenarios, delivering critical assistance. Leveraging the capabilities of cutting-edge information technology, MATRA SAR is at the pinnacle of innovations in Search and Rescue operations.

Equipped with advanced technology features, MATRA VTS, Vessel Traffic Services is committed to fostering safer and more efficient vessel navigation, adhering to IALA standards. MATRA VTS guarantees secure navigation from port to port across various waterways, straits, and canals while emphasizing environmental sustainability.
