Jordan Seeks Advanced F-16 Warfare Training Hub

The U.S. State Department has approved a potential Foreign Military Sale to the Government of Jordan for an F-16 Air Combat Training Center and associated equipment, with an estimated value of $60 million.

The Defense Security Cooperation Agency (DSCA) has provided the necessary certification to inform Congress regarding this possible sale on February 11, 2021.

The Government of Jordan seeks to acquire an F-16 Air Combat Training Center and Devices, which encompasses full mission trainers, combat tactics trainers, instructor/operator stations, tactical environment simulators, brief/debrief stations, scenario generation stations, database generation stations, mission observation centers, as well as additional training center assets and support; software and software assistance; publications and technical documentation; maintenance, spare parts and repair services; U.S. and contractor engineering, technical, and logistical support services; along with other pertinent elements of program support. The estimated total expense stands at $60 million.

This proposed transaction will enhance U.S. foreign policy and national security by bolstering the security of a Major Non-NATO Ally, which plays a significant role in promoting political stability and economic development in the Middle East.

The intended sale will strengthen Jordan’s capability to address present and future challenges by ensuring that its pilots receive effective training, thereby contributing to the enduring partnership between the U.S. and Jordan and ensuring the nation’s stability, an essential aspect of broader U.S. regional policy objectives. Jordan will utilize this asset to improve pilot training. Jordan is expected to seamlessly integrate these training center assets and simulators into its armed forces.

The proposed provision of this equipment and support will not impact the overall military equilibrium in the region.

The primary contractor will be Lockheed Martin Corporation Rotary & Mission Systems, based in Orlando, Florida. There are currently no known offset agreements associated with this potential sale.

The execution of this proposed transaction will necessitate the assignment of two U.S. Lockheed Martin contractor representatives to Jordan for a period of two years to facilitate training.

There will not be any negative influence on U.S. defense readiness resulting from this proposed sale.

This notification of a potential sale is mandated by law. The outlined description and monetary value reflect the highest estimated quantity and cost based on preliminary requirements. The actual financial value will likely be less, contingent on final requirements, budget authority, and signed sales agreements, if and when finalized.
