
Egypt Seeks Extra Coastal Patrol Craft Kits Measuring 28 Meters
The US State Department has granted a decision endorsing a potential Foreign Military Sale to the Government of Egypt for 28-Meter Patrol Craft Kits and associated equipment, estimated at a cost of $129 million.
The Defense Security Cooperation Agency (DSCA) submitted the necessary certification to inform Congress about this potential sale on January 10, 2024.
The Government of Egypt has sought to acquire additional non-Major Defense Equipment (MDE) production kits for 28-meter patrol crafts along with technical assistance. These kits include Rigid Hull Inflatable Boats, forward-looking infrared systems, and computer packages; technical and logistical support services; transport; spare parts, materials, equipment, and components; alongside other related logistical and program support elements. The projected total expense stands at $129 million.
This proposed transaction will bolster U.S. foreign policy and national security goals by enhancing the security of a Major Non-NATO Ally that remains a vital contributor to political stability and economic advancement in the Middle East.
The proposed acquisition will enhance Egypt’s ability to execute security operations and fortify its internal and external defense proficiencies. It will aid the Government of Egypt’s maritime patrol and interdiction initiatives, significantly contributing to regional maritime security in the Mediterranean and Red Sea. Egypt is fully capable of integrating this equipment and services into its military forces without any issues.
The proposed sale of this equipment and support will not disrupt the existing military equilibrium in the region.
The primary contractor for this endeavor will be Swiftships, based in Morgan City, Louisiana. Currently, there are no known offset agreements linked to this potential sale.
Execution of this proposed sale will necessitate multiple visits to Egypt, involving one (1) U.S. Government official and three (3) contractor representatives for an estimated duration of three (3) years for program management, technical evaluations, training, maintenance assistance, and site assessments.
There will be no detrimental effects on U.S. defense readiness resulting from this proposed sale.
The description and monetary value reflect the highest estimated quantity and cost based on preliminary requirements. The actual dollar amount will likely be lower based on finalized needs, budget authorizations, and signed sales agreements if and when finalized.
