
“Skybound Collaboration: Leonardo, ENAV, and UKSATSE Join Forces to Revolutionize Ukraine’s Air Traffic Control”
At the Ukrainian Recovery Conference, Leonardo, Enav SpA, and the Ukrainian State Air Traffic Services Enterprise (UkSATSE) have established a Memorandum of Collaboration to launch a joint effort focused on rejuvenating and modernizing Ukraine’s civil air navigation system under the auspices of the Ukraine Air Traffic Management (ATM) Restoration and Recovery Plan (UARRP).
This agreement represents a significant leap towards the restoration of Ukraine’s ATM functionalities, which have been severely affected by the ongoing conflict. Through this partnership, Leonardo, a leading European firm in aerospace, defense, and security, will act as a supporter and provider of technological and infrastructural essentials crucial for the recovery program. Simultaneously, Enav, Italy’s national Air Navigation Service Provider, will contribute its operational knowledge and consultancy services. At the same time, UkSATSE, Ukraine’s Air Navigation Service Provider, will lead the deployment as the primary user and beneficiary of the restored systems.
The three organizations are committed to collaboratively orchestrate the planning and execution of important projects under the UARRP and to work closely with institutional partners to explore sustainable financing solutions.
In the context of this partnership, two Donation Agreements have been formalized between Leonardo, Enav, and UkSATSE, enabling the transfer of five en-route primary radar systems along with their necessary equipment. These systems are expected to significantly bolster Ukraine’s fundamental surveillance capabilities and facilitate a gradual reopening of its airspace for civil aviation activities.
This initial delivery serves as the first major milestone in the broad execution of the UARRP and emphasizes Leonardo’s steadfast dedication to meet Ukraine’s recovery needs.
The Memorandum and the Donation Agreements reiterate the collective ambition of all involved parties to establish a secure, effective airspace infrastructure for Ukraine’s future growth.
This understanding may pave the way for subsequent binding contracts that the involved parties will delineate in accordance with relevant regulations, including those applicable to transactions among affiliated entities.
