
“Reviving Skies: Leonardo, ENAV, and UKSATSE Unite to Transform Ukraine’s Air Traffic Management”
During the Ukrainian Recovery Conference, Leonardo, Enav SpA, and the Ukrainian State Air Traffic Services Enterprise (UkSATSE) have formalized a Memorandum of Cooperation to initiate a collaborative initiative aimed at revitalizing and upgrading Ukraine’s civil air navigation framework under the auspices of the Ukraine Air Traffic Management (ATM) Restoration and Recovery Plan (UARRP).
This accord signifies a remarkable advancement towards the reinstatement of Ukraine’s ATM capabilities, which have been profoundly impacted by the ongoing turmoil. Through this alliance, Leonardo, a prominent European entity in aerospace, defense, and security, will serve as a supporter and supplier of technological and infrastructural components essential for the recovery initiative. Concurrently, Enav, Italy’s national Air Navigation Service Provider, will lend its operational expertise and advisory services. Meanwhile, UkSATSE, Ukraine’s Air Navigation Service Provider, will spearhead the implementation as the primary user and beneficiary of the reinstated systems.
The three entities are dedicated to collaboratively orchestrate the planning and execution of pivotal projects under the UARRP and to closely collaborate with institutional partners to uncover sustainable financing options.
Within the scope of this cooperation, two Donation Agreements have been executed between Leonardo, Enav, and UkSATSE, facilitating the transfer of five en-route primary radar systems along with their associated apparatus. These systems are anticipated to significantly enhance Ukraine’s core surveillance capabilities and pave the way for a phased reopening of its airspace for civil aviation operations.
This preliminary delivery signifies the first substantial milestone in the expansive execution of the UARRP and underscores Leonardo’s unwavering commitment to address Ukraine’s recovery requirements.
The Memorandum and the Donation Agreements reiterate the collective desire of all three parties to shape a secure and efficient airspace infrastructure for Ukraine’s prospective development.
This agreement may lead to subsequent binding contracts that the parties will outline in accordance with the applicable regulations, including those pertinent to transactions among related entities.
