Otokar Secures €857 Million Deal for COBRA II Armored Vehicles with Romanian Defense Ministry

International land systems producer OTOKAR, in collaboration with ROMTEHNICA, representing the Ministry of National Defense, has formalized a multiannual contract valued at 4.26 billion Romanian lei (approximately EUR-857 Million) to deliver 1,059 COBRA II 4×4 armored vehicles to the Romanian Ministry of Defense. A significant portion of the COBRA II 4×4 units will be constructed domestically in Romania.
 
On November 27, 2024, Otokar finalized the contract whereby Romania’s Ministry of National Defense designated the firm to supply 1,059 COBRA II 4×4 lightweight tactical armored vehicles, with a financial value approximating 857 million euro (excluding VAT).
 
As part of the agreement, the initial batch of 278 COBRA II 4×4 tactical light armored units will be produced in Türkiye, while the remainder will be fabricated in Romania. The delivery process is scheduled to commence in the last quarter of 2025 and will occur over a span of five years in several phases. The tender also encompasses integrated logistics support services alongside the 1,059 4×4 Light Armored Tactical Vehicles.
 
On March 20, 2024, Otokar presented its proposal for the acquisition of 4×4 Light Armored Tactical Vehicles initiated by C.N. Romtehnica S.A., acting on behalf of the Ministry of National Defense. Following the successful execution of the technical assessment, field trials, and financial evaluation stages, Otokar was notified on October 4, 2024, that it had emerged as the winning bidder for the tender.
 
COBRA II IS ACTIVELY DEPLOYED IN 13 NATIONS
 
The COBRA II 4×4 tactical armored vehicle, manufactured by Otokar, is currently utilized by over 20 operators across 13 nations.
