
HAVELAN Unveils Game-Changing Matra Surveillance System Amidst Exciting SCOMAR Partnership in Romania
The border surveillance system solutions developed by HAVELSAN, which meet the demands for monitoring border areas and detecting security risks, are attracting the interest of numerous countries. HAVELSAN is poised to carry out its first export of the Matra product as part of the Romanian Integrated Maritime Surveillance System (SCOMAR) Modernization Project proposal.
During the ceremony conducted at the Border Police Headquarters in Bucharest, Romania, the agreement was ratified by Quaestor Cornel-Laurian Stoica, the General Inspector of the Romanian Border Police, along with HAVELSAN’s Vice President of Command & Control and Defense Technologies, Savaş Yanık. Türkiye’s Ambassador to Romania, Özgür Kıvanç Altan, also attended the occasion.

Per the agreement, the existing SCOMAR system in Romania will be enhanced with HAVELSAN’s MATRA Coastal Surveillance and Vessel Traffic Management Software, replacing outdated radar technologies, electro-optical equipment, and IT frameworks without interrupting services while the current system remains active.
The system will be supervised from the Romanian Coast Guard Command center situated in Constanta, along Romania’s Black Sea coastline. HAVELSAN aims to deploy the system within 24 months, supplying law enforcement with maritime situational awareness via a real-time maritime overview covering a 100 nautical mile radius, including Romania’s Black Sea coastline, regional waters, transitional zones, and exclusive economic areas.
This system will significantly strengthen operational capabilities in coastal surveillance and border enforcement, along with search and rescue operations, anti-smuggling initiatives, irregular migration management, and illegal fishing activities. It will also enhance information sharing with national bodies like Marine and Port Security, Maritime Customs Control, Marine Environmental Awareness and Protection, Maritime Search and Rescue, and Fisheries Inspection/Control units.
HAVELSAN’s Vessel Traffic Services (VTS) Software MATRA, designed to monitor, manage, and administer all shipping traffic operations in straits, leveraging the strengths of the Turkish defense sector, was successful during NATO’s Maritime Security Exercise, which Romania also participated in.
By generating a Recognised Maritime Picture, MATRA consolidates data from radars, electro-optical devices, the Automatic Identification System (AIS), and various sensors to present a comprehensive maritime perspective, boosting effectiveness in ensuring maritime security.
MATRA CSS, the Coastal Surveillance System, significantly enhances situational awareness through its broad radar coverage of coasts, territorial waters, and exclusive economic zones, facilitating swift responses against smuggling, human trafficking, marine pollution, illegal immigration, and unlawful fishing.
MATRA SAR, the Search and Rescue system, acts as a reliable decision support system employed in Search and Rescue situations, offering essential assistance. Utilizing state-of-the-art technology, MATRA SAR stands at the forefront of advancements in Search and Rescue operations.
Embedded with cutting-edge technological features, MATRA VTS, Vessel Traffic Services, is dedicated to promoting safer and more effective vessel navigation, in compliance with IALA standards. MATRA VTS ensures secure navigation from port to port through diverse waterways, straits, and canals while prioritizing environmental sustainability.
